Market value

Comal CAD describes this as the value based on what the property would sell for as of January 1.

Appraised value

Exemptions

Comal County homestead exemption: what to check before applying

The exemption page and forms page provide the useful details homeowners need: eligibility, property ID, ID documents, separate owners, over-65 timing, and cap effect.

General homestead

You must own and occupy the home when requesting the exemption and may not claim a homestead exemption on another property.

Property bought after January 1

Comal CAD notes that since January 1, 2022, a qualifying owner who acquired property after January 1 may receive the residence homestead exemption for the applicable portion of that tax year if the previous owner did not receive it.

Over-65 exemption

A person 65 or older may receive additional exemptions and is eligible as soon as they turn 65; if birthdate is on file, CAD may automatically grant it, otherwise a new application is needed.

Homestead cap

The cap applies beginning in the second year of a homestead exemption and can limit appraised-value increases, excluding new improvements.
